This spectacular tree is growing in San Diego. It had thousands of seed pods on it. During summer I will take pics of this tree which is extremely spectacular when in flower. Photo taken March 27, 2018.

Stan,
It's highly doubtful it's Cassia fistula. It's most likely Cassia leptophylla. This tree will not tolerate the wet, cold soil of the SF Bay Area in the winter.

It must look fabulous in full flower if the photos you put links to are any indication! ?
I thought it looked very much like our "Golden Rain" tree which flowers in May here in the UK. Then I did a search on Wikipedia & one of the alternative names for "Golden Showers" was "Golden Rain"! But the period of flowering didn't seem the same as here.
When I looked up your first link I saw 3d commenting on how much it looks like our Laburnum, which it does, then I remembered that was the name for our "Golden Rain" tree.?

Koelreuteria paniculata or Golden Rain tree grows here, also. It's not as common as Koelreuteria elegans, which is a much more tender tree. Koelreuteria elegans naturalizes in many areas of San Diego, CA.
Another common name for Cassia fistula is Indian Laburnum. It does look a lot like Laburnum anagyroides. They're in the same family. Cassia fistula is a very tropical tree, though.
