Who is it for? Can't see any houses or cultivated land?

for shepherds to use it fore their animals sheeps goats cows.

Why didn't I think of that...

When we moved in to our present house we were surprised to find three taps in the kitchen sink. One was fed by water collected in a tank in the attic which was collected from the roof. It was used to wash clothes as it was soft water. This seems to be an ancient way of providing a water supply. How do they keep it fresh?
