Summer baskets done for the community by TubsandShrubs.co.uk Nursery. The compost has a mix of peat free and loam with slow release feed.

Nice photo but is that a trainer shoe at the bottom of the page ::)

Sorry, The trainer must have been dropped there. Possibly kicked off a childs foot when in the pram. Its common practice to hang the shoe, hat, glove etc up nearby where it was found for when the persom comes back round and hopefully recognise it.
