Is this the plant that the wind stripped all the leaves off?

Pre wind by a week or so.lol. The plumes are still there. btw,This really is in the poppy family.

Does it grow fast?

Its slow start than when its got a good root system going it's much faster. Not an especially low water needy plant that I had thought it was... does stand out.

It’s a water-hungry plant?

It can't go too long without a watering in summer.

It must come from a higher rainfall area of Mexico and Central America.
