Shirley_tulip, I believe that you have much nicer public planters than us.
Although Victoria has great amount of hanging pots around that are very cheerful.....but it is sort of "British" city.

There is a local plant nursery who are responsible for the planters/ baskets/flower towers in three villages and make a wonderful job of them all year round.

That is wonderful to have such generous plant nursery close by Shirley_tulip. I speculate that Victoria baskets are paid by local government (taxpayers).

Klahanie, I didn't really explain that very well. The plant nursery is the village Parish Council’s Planting and Maintenance Contractor, will continue to ensure that the floral displays throughout the Village are always at the highest possible aesthetic standard and Landscapes will continue to cut the grass verges in the centre of the Village on a regular basis. The Parish Council will also undertake all necessary maintenance, with possible enhancements, of its Street Furniture, including Bus Shelters, Beach Shelter, Public Seats and Noticeboards, the War Memorial, Millennium Clock and surrounding area, to name just a few of the facilities it provides, for the benefit of the local community.
I hope that makes more sense and explains that the nursery are not doing this out of the goodness of their hearts!!

Thank you for your explanation Shirley_tulip. .Your villages look lovely and England as a whole has so many wonderful gardens which I only know from pictures and articles. I have never visited your country although I traveled most of the others in Europe.
