I leave mine until the new shoots arrive in the spring, then cut them back as far as the new greenery.

I believe that in some areas it isn't hardy, so it's wiser to leave the top growth on anyway. I usually manage cuttings - but this year I have only got one rooted! I'll grow more from seed in the spring.
