This is a widely grown Dracaena . It is available at all nurseries here in San Diego. It reaches about 10 - 12 feet when fully grown.
This one located at the Catamaran Resort in Mission Bay.

It is very decorative... and easy to grow from cuttings. I'll have to ask a neighbor for a cutting.
