We call this moss like plant an "old man's beard".

Here we call Old man's Beard on Clematis but this looks like a diferent plant. The popular names vary from place to place ..

What you call "old man's beard" is called "Spanish Moss" here. The botanical name is Tillandsia usneoides. It is an easy plant to grow and spread very quickly...it also has very small purplish flowers.
