Is this scale insect?

What is killing the feijoa bushes? The leaves are curling and turning brown, and these marks have appeared under the fresher leaves.

Looks like you have the same problem I am having with my bay tree. Scale looks like tiny limpets that you can scrape off with your nail. My bay leaves are turning brown from the edges in with some mottling and the leaves are very brittle. The only thing I can find in my books is spider mite which mainly affects plants indoors but there are some that occur outdoors. I have tried on questions but no answers yet. May send a sample to RHS at Wisley
