This didn't flower last year. It spreads very quickly so in the autumn I pruned it back (I thought I killed it at one point) and this spring I have a few blue flowers again.

My grandad always said that if it flowers in the SPring up to June prune it back in late June or July and if it flowers after that prune it back in late November December.
