Jacaranda momosifolia - Jacaranda Tree (Jacaranda momosifolia - Jacaranda Tree)

This is my very large Jacaranda tree. It is very difficult to get a good photo because all the other plants and trees are in the way. Photo taken May 27, 2009.

They bloom before they leaf?

Generally...however, sometimes they bloomand leaf out at the same time.
Also, sometimes trees are only semi-deciduous.

So they may keep some of their leaves from one season to the next? Would that be on young non-fruiting wood?

Yes, that's correct...they may keep some of their leaves from year to year.
However, the best flowering occurs when the trees go completely deciduous for a month or so.

On non-flowering wood, would be just new growth...the flowering spikes are developed on previous years growth tips. This is the reason why pruning should be done righ after blooming is finished.
