In case you haven't guessed yet what it is, this should reveal all. The foliage gives it away. Phormium cookianum, a cousin of Phormium tenax or beargrass. Whereas 'tenax' flowers on a fairly regular basis, 'cookianum' is somewhat more reluctant to flower.
