I believe it is called an elderberry borer..From what I have read it can be destructive. YIKES.

Saw this on my way out to lunch with some family members. They waited for me to fetch my camera so I didn't want them to wait while I then went for gloves, so as I picked him off with bare hands, I lost my nerve, began screaming and dropped him somewhere amongst my plants. Mom and aunt also screamed, I'm sure we were more amusing to my neighbours then the beetle was to us!
He's probably still out there munching :(
