Seems to bloom all year now. Its 4-5 years old. Bocconia frutescens.

Pre wind by a week or so.lol. The plumes are still there. btw,This really is in the poppy family.

Its slow start than when its got a good root system going it's much faster. Not an especially low water needy plant that I had thought it was... does stand out.
