New growth (from top). It will not stay baby for ever just grows slower than other Picea pungens .

Thank you Holly and Bathgate for your nice comments. Every spring it pushes this young bluish growth which contrasts with the older green and makes this effect. This tree is also very symmetrical.

It's a nice little tree and gets nicer at is matures. It compliments all the colorful spring flowers. I have a "Black Spruce" native to Northern Canada and Alaska. It has a similar growth pattern to yours, but more deep green.
