Why wont my jasmine flower?

Against a wall, good rich soil, lots of manure. The jasmine is full of foliage but no flowers. It is on an east facing wall.

Is it possible it's not getting enough sun? They need quite a bit to flower well, good half a day.
The other thing is, when did you cut it? If you cut it in the last 2/3 months and took a lot off, you will have removed most of the flowering shoots.

I suspect your soil might be just too rich. Both my jasmines are in poor soil, facing west and generally ignored except for cutting back when they get unruly, and every year they blossom furiously.
