why did my irises not flower this year?

The bed they are in is about six feet square and south facing . Soil is clay but with gravel etc., mixed in. Rhizomes were planted north/south and on the surface.

Irises and other flowers from bulbs and rhizomes fail to flower for two main reasons: First, because they are too young and the bulbs or corms are too small. Second, because they have become too congested as they have been in the same place for too long.
If your irises are new, you may need to wait another year. If they are a congested patch, then divide them and give enough space between the rhizomes. This is a good time to divide irises.
