hi does anyone know of a low growing shrub with light green leaves ann like a fluffy covering that looks lie spider webs the flower is small red with yellow centre and every night the petals drop off and reappear next day

Sempervivum is the only plant I can think of that has "cobwebby" stuff all over it, but I'm not sure that's what you're thinking of - google it, its called sempervivum arachnoideum

Hmmmmm, except that the flowers of Sempervivum don't last for one day only. Yes Kev, a picture sounds like it's needed here.
I wonder if you are maybe thinking of Helianthemum? Some do have slighly woolly/hairy leaves and have flowers with petals that drop quickly after a day or so and are quickly replaced by more. Some types do have flowers that match your description too.
