It is hard to say but, by the drooping tips, its might be Cedrus deodara, possibly "Feeling Blue"

Definitely go for C. deodara.

Doesnt look droopy enough to me for a Deodara and it looks too grey, maybe a close up would be better.

Atlantica= up
Libani= Level
Deodara= Down.

Looks like deodara to me too with hoar frost? As to the greyness, forms from Afghanistan are bluer/greyer anyway and they can be obtained in this country.
