Strong perfumed plants please

Thanks a lot everyone! Lots of fab suggestions.
I agree too about why anyone would have dogs and let them toilet in the garden! Comes down to downright lazyness I'm afraid.
I had 2 wiemeraners and used to drive them to the beach every lunch time. You have to have the love and comitment.
I shall take all comments on board...thanks again :o)

Answers
Oreganum aureum, rosemary, have fragrant foliage, but, like lavender, you have to touch it to release it, along with lots of other herbs.
Trachleospermum jasminoides has fragrant flowers, and doesn't get as big as Jasminum officinale (which is highly fragrant), and there's honeysuckle, of course, though they're not all fragrant. Philadelphus is a fragrant flowered shrub, along with Daphnes and Clethra (summersweet), and then there are fragrant roses - Fragrant Cloud is very scented.

For the winter, the shrub Sarcococca humilis (Christmas Box) has a wonderful scent.

There is a rose, whose name escapes me, that exudes a particularly heavy scent after it has rained, to cover most people's gardens. It's a rambler/climber.
Interestingly, the scent comes not from the flowers, but the leaves!!!
At least for 50% of the year when it's in leaf, and 95% of that time when it's rained, you won't be smelling doginess at all.
Failing all else, have plenty of bonfires - nobody can smell a thing if you have a really decent smokeup, apart from burnt charcoal, and if you chuck in a few coconut husks, a most pleasent bouquet will be had by all.

Trachelospermum,Sarcococcas and Chimonanthes would be my choice for Winter.
Sweet Peas,Lavender and Pineapple Sage are all lovely in the Summer!

Night Scented Stock, Honeysuckle, Sweet Peas, spring to nose when I think of perfumed flowers.
If your neighbours dogs smell bad and they won't do anything about it, seek advice from the Environmental Health Dept.

I grow those huge regal lilies each summer and the smell is divine. They flower for about 3 weeks in July/August and they have a strong perfume. I had the same problem as you with neighbours and their dog and in the end they were evicted from the property because of the state of it (they were renting).

Ah, thank you cammomile - Lilium regale, THAT'S IT, was having a CRAFT moment (moment, more like a week) and couldn't remember it. And I forgot to mention have a look at the Viburnums - some of those are highly fragrant.

Next year plant several containers of sweet peas, looking on the seed packets for those with a particularly strong smell....
