My runner beans are not setting how cani retify this

Alternatively, you could mist the blooms with a fine spray. This will also help them to set. It may sound silly, but normal rainfall is too wet to do the job properly. The droplets are not fine enough to shift the pollen.

many bees get access to the flowers by biting the base of the flower and not entering from normal route thus not fertilising

sounds like you need to hand pollenate. Get a small, cheap, artist's paint brush (we got a big pack full from Lidl for a couple of quid) and tickle the inside of each of the blooms.
