Himalayan Balsam?

Our plot is covered in the stuff, I've lived in the south for many years and have never really come across the stuff but up here in West Yorks it's very widespread. What is the best way, organically, to get rid of it? Can it be composted?

It's a garden escapee that has naturalised in many places in damp soil. It is spead by seed which is hurled by the plant when ripe.
I guess the answer is to pull it up and don't let it run to seed

Yup, pull it up before it sets seeds.
Make sure the roots are dry before composting. Let the rest of the plant dry for a couple of days before composting.
