When is the best time to prune stag's horn fern tree

if a branch breaks it does not seem to re grow, therefore I am afraid to prune it. Any suggestions please

While its dormant, in the winter, so mid December or January. When, as you say, a "branch breaks" and doesn't regrow, that's most likely because the branch has broken because it's already dead anyway. Bear in mind that, if you prune hard, you will stimulate more sucker growth.
