If its 20 feet then its pretty mature, so a little late to start chopping it down. They do turn into trees eventually, as you've discovered, but if you really want to risk it, cut the trunk back to the point where you want it to branch in SPRING, not now - it might then produce several new shoots from that point - or it might shoot from the base and die back.
