It depends on what type of plant you want. If you prune Sambucus nigra every year, it will shoot easily from the base and will have larger leaves and larger individual flowers. It will have fewer flowers ~(fewer branches) but you can always prune every second year.

I'm not at all familiar with this plant, but just doing a little search on this site has already given me loads of info on care etc. Type "sambuca nigra" or "sambucus nigra" - dont' know which is correct - into the search box top left, click on search and off you go. Good luck.
