I have three Mulberry tree in my yard. They are all 10+ years old. This year two are in full leaf with lots of berries. One has yet to start so much as a leaf. Is it dead. ? or just very slow.

Nothing has changed. I broke of a twig and it looks like it was still alive.

Sorry no-one has answered your question Don. Has anything changed since you asked? Have you tried scraping one of the twiggy branches to see if its green underneath - this would indicate if its still alive or not. Super fruit mulberries, I remember eating them as a child but haven't seen a tree since a holiday in France 30 odd years ago.
