I found a couple of these under my new rose plants. Any idea what it is ?

Looks like a furry seed pod of some sort - a bit like a poeny seed pod (I'm probably wrong - I usually am!)

Is it growing out of the ground, or just laying on top? Looks like some kind of fungi (If its growing)

It is growing out of the ground, so I think a fungus of some sort. Worried it will damage all my new plants as it is in a flowerbed I have completely cleared and re planted. New to the house so a new garden with lots to learn. Any advice?

Doesn't look like one of the ones that damage plants. Hard to be sure from a photo but it could be a Peziza cerea.
They grow on woody plant debris and soil, so there could well be something woody under the soil that its growing on. If that's what it is it won't hurt anything and although its not edible it isn't poisonous.

Agree with Steragram - it won't harm your plants. The one that might is honey fungus, and the signs of that are honey coloured proper toadstools around September time, so this one isn't a worry from that point of view.

Great thank you for the advice. that would make sense as there did used to be trees there. Good to know it wont harm my plants. Now I just need all my new plants to grow :-)
