You can prune quite hard in the autumn.

That Pieris looks to be about 5 feet tall, which would indicate it's been in that position for some years, and thus its unlikely you'll be able to dig it out without breaking the main roots and the plant will die. If you need to remove it, buy another one and replant elsewhere.
