The flowers are definitely wiegelia florida (spelling ?) but the leaves are definitely not.

That flower looks past its best - I'm interested in whether they're trumpet shaped, that is, with a narrow, tubular piece behind the petals which leads down to where they join the bush. I can, though, see the yellow you mean. If you can find one in bud, and one just opened and take a pic of that, that'd be good.
I take it you checked Dipelta flowers, but also, if the bark of the bush isn't flaking in places, it won't be that.

Weigela praecox. May originally have been W praecox variegata which has reverted to plain green, but may always have been the plain green one. Flowers do have yellow as in your pic
