the only way to do this is to carefully dig as much out as you can, taking all the roots and 'pips' out. If you want to use glyphosphate then the best time to be really effective is from late august onwards. the spray is then taken done to the roots and storage parts of the plant and as it is overwintered it does its work.
I double dug and seived soil twice in one of my borders to get rid of it. as soon as I saw any sign of new growth I dug down deep to make sure I got it all out.
I even lifted plants and washed the roots bare to be certain of getting rid of it.
