Can I ask how you know it is not dill? When I googled 'difference between fennel and dill', the response was Fennel smells like aniseed, and Dill smells like . . . dill ??? I'm confused!

dill flowers before fennel, when fennel is in flower dill is seeding, and dill has a very strong smell nothing like aniseed.
