I planted King Edwards in early May in a container, foliage is green and luscious but so tall, it reached about 3 foot then started to fall over the sides of the container but continued to grow. There is an occasional flower and plenty of buds but not opening. Is the greenery supposed to be this tall or is this an indication that there is not much below ground?

This is difficult to answer, usually a top lush grown can mean a good yield below. I too have experienced good top growth this year on my spuds, I think its has a lot to do with the late start of spuds due to the late cold weather we experienced earlier in the year. All I can advise is to tip them out and have a look, that's all you can do with potatoes. King Edwards are as you probably know main crop pots' and should been in the ground until Septemberish. My spuds this year with lush top growth were very rewarding. You could also wait for the top growth to die back as then you know that the pots have finished growing.
