If they are coming up within the hedge itself then leave them to thicken up the growth. That is unless, R. rugosa is a grafted plant in which casre remove them. Don't think R.rugosa is a grafted one, but I am no rose expert.

Yes, rugosa is pretty hardy on its own. Grafts are done to produce a more hardy root stock for more tender roses, in which case the suckers aren't the same plant at all and often a wild hardy variety seldom grown in gardens. I'd remove the suckers just in case, they may be a different color rugosa..
