What are the white jumpy things on my new rose & how do I get rid of them ?

Are they white fly like the ones I have fliting around my Roses (or should I say...used to have)? I have since been using homemade bug spay to eliminate all traces of jumpy things in my garden - no apologies to insect lovers.

What sort of 'jumpy things', Julie - flying? How big? Are they only on the rose?
