Can anyone identify this plant?
Is it a kind of foxglove? If so, which?
Rule is extended to measure one metre.

Is it a weed:?

A weed is only a plant growing in the wrong place. A metre across is huge for a foxglove . Verbascum leaves tend to be covered with fine downy hairs so check if these are. Whether verbascum are weeds depends on whether they are wild ones and whether you want them, so it would be wait and see.

I think it's a verbascum. Looks sort of greyish, perhaps hairy

Verbascum (mullein)

I also thought verbascum. I think they're rather striking and are one of the few plants rabbits don't like, apparently!

It's hard to tell at this stage, but I would think that the plant at the bottom right of your picture is a Foxglove?
Have you been growing Foxglove in the area that these plants sprouted? If this is the case, then one of two things could have happened.
1. They have seeded from the Foxglove plant and and as with all plant seeds the plant will not normally come true, so the leaves could look different.
2. The plant that you have the rule on is a weed that just appeared, it happens.
What I would do is pot it up and see what develops. If it's a weed or something you don't like, then all you've lost is a bit of time and some compost. I do this all the time, because I'm curious to see what grows and not lose out on a potential nice plant.
