I purchased 12 tulameen raspberries on 7 8 09 and planted them is 3 pots two canes only in each pot flowered but no fruit was produced , do i cut back the canes that did not flower.

And since they are in pots you really need to feed them. Try some Tomato fertiliser for extra potash for fruit forming.

No. Summer fruiting raspberries grow canes one year and these fruit the following year. So if you cut them back you will be cutting off the canes that will fruit this year. Old fruited canes should be cut out in the autumn. Autumn fruiting raspberries, though, fruit on the current seasons growth. Tulameen is a summer fruiter, so don't pune anything, yet. Each cane should have nice buds all the way up, these will sprout in spring and flower and fruit for you.
