Also try to train the stems horizontally. That helps a bit.

Because the main stems go straight up take it down before it starts to come into leaf and tie it back at an angle, cut hard back any top growth you damage.

It's the nature of the beast, I'm afraid - most climbing roses have a good distance of bare stems at the base, with the flowers coming much higher up - you can alleviate that a bit by judicious pruning, which should be done now.
