bought some hyacith bulb which have small green plant on them when is the best time to plant them outdoors

If these are just bulbs and not in a pot of soil then do they need to be well looked after. Cut off the flowering stem when the bulb has finished flowering but do not touch the leaves, let these die back naturally. Don't expect to flower next year as the bulb will have been stressed.
