Will lacecap and oakleaf hydrangeas do okay in a north facing garden, which only gets sun in the afternoon in the summer? And when is the best time to plant?

They like sun or partial shade and shelter from cold winds I hope they grow well for you

welcome from me too. I have a lace cap that is mainly east facing and shaded from the sun most of the day. it is probably taller than it should be but it flowers well.
