I would go further and suggest that it is Salix x boydii, a dwarf salix and very popular in gardens

Catkins, Owdboggy. On this willow they form a large oval shape rather than 'lambs tails'.

Well in that case I would go for Salix helvetica rather than x boydii. Our x boydii is a lot smaller leafed and less silver than that one seems to be. Unless of course the scale is wrong.

I think the scale is wrong… Leaves don't look like S. helvetica to me
