Annual sweet peas only have a short life and so the seed have to perform quickly. On the other hand perennial ones have a much longer life and so the seed are not in such a hurry! As Great says, just have a little more patience and they will appear when they are ready.

Patience is a virtue. Its too cold !! Who wants to poke its head out of the soil to get its head bitten of by the cold?. Mine haven't come through either!! The ones I sowed indoors are leggy so best wait a while longer
