Even though I covered my Red Sister plants over the winter, an awful lot of the leaves are spotted or have turned brown and are looking pretty shabby. There is new growth appearing since the weather has warmed some, but the brown and spotted leaves are very unsightly. Can I cut the plants back at or near ground level? If I do, will new growth appear?

Yes, it should do. If yours have developed woody stems, you can still cut them to the base and they should regrow, provided your cold weather is over now.
The other option is to cut off any unsightly leaves at their bases and just wait for new growth to appear. These plants always look tatty after a winter of being covered up - and even if they're not covered.
