I am a first time vegetable gardener. have a question re: potatoes - growing on the foliage are what looks like small green tomatoes - what are they and is it normal?

Owdboggy is right. In fact, potatos are in the same family as tomatoes and deadly nightshade - ie the Solanum family. That's why they look so familier!
