I have a tall white Buddleja, how far should I cut it down by?

Absolutely! Pruning should be completed by the end of April. And left until the worst of the cold has past.
I would wait for September and cut it back by half to encourage dormant buds low down. That should dead-head it and leave some foliage for the winter. In spring (early April) cut back really hard (down to 60cm or so) but really feed well with a high-potash feed and mulch at the same time.
Next summer you should then have a healthy shrub that is not so tall. Then prune and feed in spring every year without fail.

Yes agree with the above, if you want to propagate it then take some hard wood cuttings in November, wack em in where you want them to grow and they will grow away in the spring, put about four or five in a small group for instant effect as well as if any do struggle.

If you mean now,I think it's a bit too late ,as they are usually cut back hard,in late winter /early spring,Ladyessex,before it starts making new growth..unless you risk it,and cut it back to new shoots lower down the tree..
