whats the best position for upright fuchsias

Place them where they can enjoy a mixture of sun and shade. They can tolerate shade but not all day. If there is a lot of shade they will bloom late and extend your show of flowers. They rather like light dappled shade too. They are a forgiving plant really, but may not survive the winter if not hardy. I do have one fuschia I don't remember planting. It is in full sun all day. It has part of it's root under a hard surface. It gets up to 4 foot from nothing. Its cuttings did not survive last winter.
