I think you would have to contact a botanic garden. Seed germinates best sown fresh too as it quickly goes off. I would do some research and contact several. I'm sure you will find someone who has mature plants that produce viable seed and could arrange seed sent when ripe.
All Camellias can be vegetively propagated by cuttings too. The botanic garden may even do some of these too.
