Dryness at the roots in July the last year could be the cause - flower initiation starts in July, and if the soil at the roots is dry, it doesn't happen, and therefore no, or very few, flowers the following year. We had a very hot July this year - if you didn't water sufficiently well, you may have the same trouble next year.

If your Camellia is relatively new to your garden, I found all of mine didn't flower until their 3rd year in my garden.
They flowered the first year as were bought full of buds, 2nd year they had put on plenty of growth but did not flower (that was 2012,year of wet summer) and in 2013 they had a few blooms and earlier this year they bloomed well.
Bamboo is absolutely correct in her advice, I always make sure I water the Camellias in summer.

The plants can up up blind if insufficient nutrients were available last year for a flower to form.
Did you feed the camelia as it died down?
Did you leave the leaves to die down or cut them off before they died?
Make sure you feed the bulb with a soluble or liquid multi purpose plant food,and wait for the leaves to die down or go yellow, before removing them.
