Sounds like Azalea leaf gall. It's caused by a parasitic fungus that induces the leaves to become thick and fleshy, eventually releasing white spores around now!

Not really an effective treatment except pick the effected foliage off before turning white when they are releasing their spores. Unfortunately for you, the next generation are out!

Keep an eye on it next year and for now, feed it up with a suitable plant food for ericaceous plants and also give it a good mulch of compost/leaf mould or ericaceous compost.
