can i lay new turf ontop of a old moss lawn

You can if you like, but I wouldn't recommend it - the presence of moss indicates not only high levels of shade, but also poor drainage - it grows particularly well on uncultivated soil. Your best bet is to dig the area over, removing the mossy growths, to a fork's depth, then level off. Cover the area with Growmore before laying the turf - high nitrogen means less moss.
