Our weeping silver birch leaves are starting to turn brown, we recently piled up earth to the side of the tree (about 4ft away as short term storage, could this have anything to do with it?

You're in Hampshire, I note, and I know there's been no decent rainfall for a good 2 months - if your tree is less than 3 years old, it could be suffering from drought.

I agree, the whole eastern side of the uk including SE Northumberland where I am is as dry as a bone. The grass/lawns here are turning the colour of straw now.

Betula are susceptible to drought. First signs are leaves wilting. Water the tree well and if you're lucky the tree well respond with a second flush of leaves.
